While it is already forbidden to park in bike lanes, the new ordinance would make it illegal for a driver to pull a vehicle over and stop temporarily in a bike lane to load or unload.

There are new bike lane laws in Philadelphia, including stiffer penalties for people who stop their cars in bike lanes, but they won't be enforced until signs are changed. One person has taken matters into his own hands.
