Over the last decade, an array of local and state agencies have missed opportunities to fund a flood warning system intended to avert the type of disaster that swept away dozens of youth campers and others in Kerr County,

The storms that battered the Hill Country for the last four days began to lighten up, although isolated pockets of heavy rain were still possible.

Floodwaters trapped people in their homes and cars Tuesday in a mountain village that is a popular summer retreat in southern New Mexico as monsoon rains triggered flash flooding and an entire house was swept downstream.

On Wednesday at 8:44 p.m. a flood warning was released by the National Weather Service in effect until 11:15 p.m. for Lancaster and York counties.
